Declaration of conformity draft

Fill in the Annex V fields and get a printable draft of your EU declaration of conformity.

Before a product with digital elements goes on the EU market, its manufacturer draws up and signs an (Regulation (EU) 2024/2847, Article 28). Annex V says what it must contain. This tool lays those points out in order with your answers in place.

The draft is yours to check and sign. Signing it is a legal statement by your company, so do it only once the assessment behind it is done.

Unique identification

Model, hardware and firmware version, batch or serial range: whatever lets someone tell exactly which product this covers. Name each firmware version; never 3.1.x or 'and later'.

Describe the product so it can be traced. You may add a photograph to the printed copy.

After the fixed sentence, one line per act: the act's number and short name, then its Official Journal reference. For example: "This declaration also covers Directive 2014/53/EU (Radio Equipment Directive), OJ L 153, 22.5.2014, p. 62."

Each act with its Official Journal reference. They print under point 5 after the fixed sentence, which stays as it is. Article 28(3) — when several EU acts each require a declaration of conformity for the product, you draw up one single declaration for all of them, naming each act and where it was published (read it, legal state 2026.10.13-1)

If another EU act also requires a declaration of conformity for this product — radio equipment is the common one — this draft is not complete until you name those acts under point 5. We do not work out which acts apply to your product.

Standards, specifications or certification applied

One per line, by number and date, e.g. a standard you followed or a cybersecurity certificate. Cite standards by number only.

No harmonised standard for the Cyber Resilience Act is cited in the Official Journal yet, so none gives a presumption of conformity. List what you actually followed.

Your product's class decides this (Article 32). An important class I product without a harmonised standard, common specification or certification scheme applied in full, and every class II or critical product, needs a notified body or a certification scheme.

Before you sign

Sign it only after your own review. By drawing up the declaration, your company takes responsibility for the product’s compliance, not this tool. (Article 28(4), legal state 2026.10.13-1)
